NO OCCUPANCY IS APPROVED UNTIL THE CERTIFICATE OF OCCUPANCY OR A CONDITIONAL CERTIFICATE OF OCCUPANCY IS ISSUED. CONTACT THE OFFICE TO REQUEST A CONDTIONAL CERTIFICATE OF OCCUPANCY.
Do not assume your inspections have been performed!
You will be required to uncover any work that has not been inspected.
Access
You are required to provide access during normal business hours for the inspector to perform the inspections. Access means a path into the structure from the street or driveway. The owner or his agent must provide a path from the street to the building with necessary and adequate stairs, platform, ladders, etc. A final inspection will not be performed without proper access. If the building is locked, occupied, or inaccessible, an inspection will not be performed and reinspection fees will be charged. (Occupied buildings will only be entered if the owner or an adult representative is present.)

Signage
The building site must have a legible sign posted, visible from the road. The sign must contain the address, lot number and name of owner. If the subdivision does not have street signs, temporary signs must be erected with the street names.

Approved Plans
The building must be built as shown on the Approved Plans. The Approved Plans need to be at the jobsite. Any deviation must be noted on the record prints on file in the office and new approved plans issued before calling for inspections.

Building Inspections
Soil/Foundations: Residential Code & Non-Residential Code (Commercial): Soil inspections shall be made before the footing is placed. If conditions exist that necessitate the placement of concrete before inspection the inspector must be able to see both sides of the footer and be able to determine the thickness of the footer (foundation). Under no circumstances can concrete be placed in trench footings or footings for pole structures prior to inspection and approval.
Foundations: Non-Residential Code (Commercial) Only: Foundation Wall Inspections shall be made with ALL of the structural steel visible and/or concrete forms in place.
Crawlspace/Concrete Slab: (If applicable) Inspection required prior to installing subfloor or placement of concrete. For a crawl space, floor framing and beams must be in place and the crawl space graded and drain installed. For a Concrete slab, all piping and/or structural steel (hairpins) must be in place.
Building Rough: All framing and carpentry work completed. No insulation installed. All plumbing, heating, and electrical rough work installed. Fire stopping must be complete and all work exposed for inspection. All plumbing, heating, and electrical rough inspections for the project must be passed either before or with the building rough. All fire rated assemblies and penetrations must be inspected before covering. If all framing work is not in place, a partial pass for the work can be issued and a re-inspection for the remaining work can be made at a later date.
Building Final: All building work completed. All final inspections (Insulation, Mechanical, Electrical, WMSC, Plumbing, etc.) for the project must be passed either before or with the building final. The building final will not pass until all other finals for the project are passed. Cosmetic items, such as paint and carpet, are not required to be installed for final inspection.

Insulation Inspections
Insulation Rough: All insulation and energy efficiency provisions (doors, windows, etc.) that will be concealed and/or covered. This inspection is required after all other Rough Inspections have been completed and before any gypsum board/drywall is installed.
Insulation Final: All insulation work and energy efficiency provisions completed, including attic insulation. Please be sure that access to all required areas of the building is provided (including ladders to the attic).

Electrical Inspections
Electrical Rough: All work that will be concealed must be inspected at rough. Ground wire connections must be made. (Bonding of the Foundation Steel can be inspected with the Building Soil Inspection.)
Electrical Service Release: The service must be ready for connection to the utility service. At least one branch circuit must be connected. Note: For Residential Code projects, service will not be released to the utility company until all rough and footing inspections on the building have been passed.
Electrical Final: All electrical work completed, including boxes closed, fixtures hung, and circuits identified.

Mechanical Inspections
Mechanical Rough: All duct work and other materials that will be concealed. All fire stopping to be in place. All concealed gas piping must be installed (Obtain a Pressure Piping Permit, separate from the Building/Mechanical/Electrical Permit). Any prefabricated fireplaces or decorative gas appliances must be completely roughed in.
Masonry Fireplace: An inspection must be called for and performed before first flue liner is set.
Mechanical Final: All work completed.

WMSC Inspections
Our Water Management and Sediment Control Regulations (WMSC) require that downspouts be discharged per the approved plans and that final grading is complete before the final Certificate of Occupancy is issued. A CONDITIONAL Certificate of Occupancy can be issued if site conditions warrant when requested.
WMSC Site Preparation: All required sediment control measures in place, including the construction entrance, any Best Management Practices (BMP’s) such as silt fences and any temporary sediment traps. This inspection is required to be passed before any other construction can begin. For Residential projects, this inspection occurs with the Building Soil Inspection and WMSC Rough.
WMSC Rough Inspection: Construction entrance, sediment basin and erosion/sediment control devices in place. All of the required BMP’s and site provisions need to be maintained throughout construction.
WMSC Final Inspection: Storm water basin and conveyance system completed and functioning. All disturbed areas seeded and strawed.
WMSC Stormwater Verification: Provide as-built storm water basin verification letter from the Ohio Professional Engineer that designed the system.
